ALICIA GARRIDO LIMTIACO has been the Attorney General of Guam since January 1, 2006.
Alicia served as the Chief Prosecutor (Acting) and as an Assistant Attorney General with the Attorney General’s Office, Prosecution Division, in Guam. She served as a prosecutor for over seven (7) years. As Chief Prosecutor (Acting), Alicia supervised prosecutors, investigators, paralegals, support staff, and victim/witness advocates. In addition to handling her own assigned caseload prosecuting cases, she was responsible for administrative matters involving personnel, case assignments, training development and implementation, budget reviews, and technological improvements. Alicia prosecuted numerous adult criminal felony and misdemeanor cases, involving homicides, criminal sexual conduct, family violence, aggravated assaults and other violent crimes, drugs and firearms, and property crimes. Alicia has performed both jury trial and appellate work. She coordinated with various government agencies and non-governmental organizations to and has developed policy, protocol, and training programs, and organized seminars and conferences relating to prosecution, the legal system, and crime prevention.
Alicia has served as a trainer and instructor for seminars and conferences, and participated in public education and community outreach projects. She has served as the Lead Attorney of the Criminal Sexual Conduct and Family Violence Unit, as Co-chairperson of the Governor’s Family Violence Task Force, initiated the drafting and implementation of family violence protocol utilized by the Prosecution Division and Guam Police Department, assisted legislators in the drafting of the 1994 and 1998 Guam Family Violence Acts, and participated in the drafting and review process of the sex offender registration and notification law enacted in 1999. She also served as a member of the Family Violence Information Network, Committee on Family Violence, Sex Offender Registry Steering Committee, and Healing Hearts Crisis Center Steering Committee; and was a part of the establishment of Erica’s House.
Alicia attended the University of Southern California (USC) in Los Angeles, and graduated in 1985 with a Bachelor of Science degree in Business Administration. She attended the University of California at Los Angeles (UCLA) School of Law, and received her Juris Doctor degree in 1990. Alicia is licensed to practice law in Guam and California. She has been a practicing attorney for more than fifteen (15) years.
Alicia has been an Associate with private law firms, and was a Partner with the Law Offices of Torres Limtiaco Cruz & Sison, PLLC, and the Law Offices of Limtiaco Cruz & Sison, PLLC. Alicia has been in private practice for over eight (8) years. In private practice, Alicia has represented clients in various civil matters involving business or corporate, employment, contract, probate, property, procurement, and family law. She has also represented clients in adult criminal and in juvenile delinquency and special proceedings matters.
Alicia also served as the Ninth Circuit Lawyer Representative for the District of Guam. She assisted the U.S. District Court of Guam in the planning of the annual district conferences, undertook special projects at the request of the Court including but not limited to judicial conferences held by the Court, coordinated community outreach activities such as with the University of Guam and Guam Community College exposing students to the legal system and federal judiciary, participated with judges in programs or panel discussions regarding various topics of interest to the bar and community in general, and acted as the liaison between the bar and the federal bench on issues raised by the bar.
Alicia has worked as a Law Clerk with the Superior Court of Guam, and was a Judicial Extern with the U.S. District Court for the Central District of California.
Alicia served as Adjunct Faculty and Assistant Professor with the University of Guam, College of Professional Studies, School of Business and Public Administration, Public Administration and Legal Studies Program. She has taught at the University of Guam since 1998, for over seven (7) years. She also taught as Adjunct Faculty at the Guam Community College in their Basic Law Enforcement Academy and Criminal Justice Program since 1999, for over six (6) years.
Alicia is an active member of our community, volunteering her time to serve in various non-profit organizations and other community outreach programs, and on legal committees. She currently serves on the Board of Directors of the Make-A-Wish Foundation, and was a member of the Guam Council of the Arts and Humanities Agency Board of Directors. Alicia also serves on the Supreme Court of Guam Subcommittee on Judicial Review/Appellate Rules Revision, Supreme Court of Guam Subcommittee on Judicial, Attorney, and Community Education, Supreme Court of Guam Subcommittee on Proposed Criminal Justice Jury Instructions, and Supreme Court of Guam and Guam Board of Law Examiners Subcommittee on Bar Exam Grading and Drafting. She has also served on and participated in the Supreme Court of Guam Subcommittee on Rules of Evidence Revisions, Superior Court of Guam Cameras in the Courtroom Committee, the U.S. Department of Justice Project Safe Neighborhoods Task Force Selection Committee under the U.S. Attorney for the District of Guam, the Department of Chamorro Affairs, Government of Guam, Committee on the Authentication & Standardization for Chamorro Heritage, Saint Anthony Catholic School Accreditation and 45th Anniversary Gala Committees, and Women Senators of 26th Guam Legislature Committee on Women and Kids Entitled to Ultimate Protection. Alicia has served as the University of Guam, Public Administration and Legal Studies Program Unit Representative, and as a member of the College of Professional Studies Academic Affairs Committee. She has also served as a member of the Public Administration and Legal Studies Program Search Committee and College of Professional Studies Academic Affairs Committee, Bylaws Subcommittee.
Alicia was nominated by members of the community for and is the recipient of the Outstanding Woman of the Year for 1999, and is included in the I Manfayi: Who’s Who in Chamorro History.
She has actively organized, participated, and served as a trainer and presenter, and speaker in numerous conferences and seminars.
