Michael Hering, Deputy Chief Counsel for MSA Payments

Michael Hering was appointed NAAG tobacco chief counsel in April 2013, following the retirement of Peter Levin who held that job for 12 years. Michael previously worked six years as NAAG deputy chief counsel of Master Settlement Agreement (MSA) payments.

In his new role, Michael leads the NAAG Tobacco Project of four staff attorneys and two paralegals. The Project specializes in matters related to the Tobacco MSA. Its staff is dedicated to helping the attorneys general of the signatory states (commonly known as “Settling States”) interpret, implement, and enforce this agreement, which will be 15 years old in November. The Tobacco Project is devoted exclusively and long term to maintaining and strengthening the MSA and state regulation of the tobacco industry.

“Michael’s experience with the AG community and his extensive knowledge of the MSA is an effective combination as NAAG moves forward in implementing the attorneys general tobacco strategy,” said NAAG Executive Director Jim McPherson. “I am excited for Michael, the Tobacco Project staff and NAAG.”
