SUMMARY:2026 Annual Beginner’s Guide to the Tobacco Master Settlement Agreement (MSA) & Tobacco and Nicotine Regulation Training
DESCRIPTION:This training is designed for attorneys\, paralegals\, and other staff working on tobacco and MSA matters with less than two years of experience in this area. This training will focus on the MSA and tobacco and nicotine regulation. \nTopics Include:\n\nBasics of MSA\nState tobacco directory certifications\nCalculation and monitoring of non-participating manufacturer escrow deposits\nCalculation and disbursement of MSA payments\nUnderstanding notices issued by the independent auditor to the MSA\nTobacco retail issues\nMSA Section III advertising and marketing restrictions\nPublic health aspects of tobacco and nicotine regulation\n\nIn addition\, there will be sessions in which faculty members will facilitate small working groups and provide hands-on training focused on certification\, escrow\, and MSA payments. \n\nThis training is a closed session for attorneys general and attorney general office staff only. \n\n\n\nSchedule\n\n\n\n\n	November 19November 20\n\n\n\n\n	7:00 a.m. | Registration Open7:00 a.m. | Registration Open\n\n\n	8:30 a.m. – 4:30 p.m. | Program Sessions8:30 a.m. – 4:30 p.m. | Program Sessions\n\n\n	Reception to follow4:30 p.m. | Adjourn\n\n\n\n Breakfast and lunch will be provided for all attendees. \n\n\nScholarship Nominations\nScholarships will be awarded to selected participants through funding provided by the Master Settlement Agreement Tobacco Enforcement Fund.
