The General Counsel Division is seeking attorney applicants for the position of Public Records Counsel in the Chief Counsel’s Office.  This position is Salem-based, with opportunities for some remote work.

 

Under the Oregon Public Records Law, a person whose request for public records has been denied by a state agency may petition the Attorney General for an order requiring the agency to disclose the records requested.  The public records law imposes a short deadline for issuing these orders, so the successful applicant will demonstrate the ability to resolve difficult and contentious issues under considerable time pressure.  The ability to quickly spot the pivotal issues and productively work through legal disagreements while maintaining good relationships with all stakeholders is critical to success in this position.  As Public Records Counsel, the successful applicant will have primary responsibility for:

 

  • Intake of petitions for public records orders;
  • Researching, drafting and coordinating work on public records orders;
  • Working with petitioners and state agencies, as needed, to clarify the scope of the records sought;
  • Working with petitioners and assistant attorney generals to resolve legal issues raised by a petition for a public records order;
  • Working with the Attorney General’s office to issue public records orders;
  • Updating and editing the Attorney General’s Public Records and Meetings Manual;
  • Providing training to Department and state agency staff on the public records law;
  • Acting as a resource for assistant attorney generals who are advising agency clients on public records law issues and updating the Department’s list of Public Records Exemptions (https://justice.oregon.gov/PublicRecordsExemptions/);
  • Assisting Department personnel in responding to public records requests directed to the Department; and
  • Providing legal research and logistical support to the Oregon Sunshine Committee.
