Job Summary

Located in the nation’s capital, the Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents. This position is located in the Public Advocacy Division.

The Office of the Attorney General for the District of Columbia (OAG) is seeking candidates for the position of Deputy Attorney General for the Public Advocacy Division (PAD). PAD protects the public interest through civil enforcement actions, with a particular emphasis on protecting vulnerable and disadvantaged District residents. PAD enforces the District’s civil rights, environmental, workers’ rights, anti-fraud, consumer protection, housing conditions, elder protection, antitrust, and non-profit corporations statutes. PAD also works with advocacy partners and state and federal agencies to address national issues that affect those living or working in the District.

PAD is divided into five sections: Housing and Environmental Justice, Antitrust and Nonprofit Enforcement, Workers’ Rights and Antifraud, Civil Rights and Elder Justice, and Consumer Protection. Each section is managed by a Chief, as well as an Assistant Chief for some sections. Each Chief reports to the Deputy.  With the help of two Assistant Deputies and a staff assistant, the Deputy manages and oversees the operations of PAD, which is comprised of more than 60 attorneys and more than 25 professional staff.

Licenses and Certifications:

The incumbent must be sworn into the District of Columbia Bar within 360 days of his/her initial appointment with the Office of the Attorney General for the District of Columbia.

Working Conditions/Environment

Work is generally performed in an office setting. Generally, work is sedentary, some walking, handling, and carrying of light to moderately heavy objects (such as case records, briefcases, and exhibits) is required.

Responsibilities

Duties and Responsibilities

The responsibilities of the Deputy Attorney General for Public Advocacy include, but are not limited to:

  • Directly supervising and assessing the performance of PAD Assistant Deputies, Section Chiefs, and other direct reports;
  • Indirectly supervising and assessing the performance of PAD attorneys, paralegals, investigators, and support staff. Maintaining and bolstering the morale of PAD staff with effective management practices that prioritize high performance, job satisfaction, professional growth, team-building, and camaraderie;
  • Advising the Attorney General and the Chief Deputy Attorney General on issues confronting PAD;
  • Establishing a strategic plan for PAD, including litigation and policy priorities;
  • Providing or facilitating guidance, mentoring, training and other necessary support for PAD Assistant Deputies, Section Chiefs, attorneys, and professional staff;
  • Supervising PAD’s litigation, consumer mediation practice, and community outreach and engagement in partnership with the Assistant Deputies and Section Chiefs;
  • Reviewing, ensuring the consistency of, and approving for review by the Attorney General and Chief Deputy Attorney General all PAD requests for investigation, lawsuits, settlement agreements, publicly issued reports and press releases, and consumer alerts;
  • Overseeing the administration of PAD, including establishing and ensuring compliance with policies and procedures, generating monthly case reports and other evaluative tools for the Attorney General and Chief Deputy Attorney General, and preparing annual budget requests, monitoring spending against approved budgets, and continuously assessing PAD’s budgetary needs;
  • Assisting with the preparation for OAG’s annual Council oversight hearing and engaging in public speaking about PAD’s work, including to the press, the Council, and through community engagement activities;
  • Coordinating with Attorney General staff from other states on multistate matters and initiatives;
  • Assisting, as part of OAG’s senior management team, with agency-wide initiatives, including agency committees;
  • Coordinating with other OAG Division Deputies on cross-Divisional work; and
  • Communicating and working with District officials from other agencies and the Council on matters pertaining to PAD’s work.

Qualifications

QUALIFICATIONS:

The successful candidate for this position must possess a Juris Doctor; reside in the District of Columbia or move to the District of Columbia within 180 days of appointment; be a member of the District of Columbia bar; and have a minimum of ten (10) of experience as a practicing attorney. The ideal candidate should possess strong managerial, organizational and interpersonal skills together with significant experience in organizational management; significant experience supervising legal work, including the work of  both attorneys and non-attorney legal professionals; significant experience in complex civil enforcement investigations and litigation, ideally involving one or more of the following areas—civil rights, environmental justice, workers’ rights, anti-fraud, housing, consumer protection, nonprofit corporations, or antitrust;  experience in strategic planning; effective oral and written communication skills; the ability to manage a high volume workload in a fast-paced environment; and an aptitude for innovatively using the law to vindicate the rights and interests of District residents.
