Job Title: Senior Counsel for Litigation Position Type: Regular Full-Time

Salary: $109,247 – $176,552. The salary range is based on a multitude of factors including applicable personnel rules, regulations, and guidelines.

DESCRIPTION: The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.


The OAG is seeking applicants for the position of Senior Counsel for Litigation in its Higher Education Division, which represents Maryland public higher education institutions, including the University System of Maryland and its 12 constituent institutions and three regional higher education centers, Morgan State University, St. Mary’s College of Maryland, Baltimore City Community College, and related state agencies, in litigation in state and federal courts and in matters before state and federal administrative agencies.

As Senior Counsel for Litigation, you will play a critical role in representing Maryland’s higher education institutions in a wide array of legal matters. You will prepare and litigate civil cases involving personnel and labor disputes, civil rights, student and faculty issues, torts, contracts, real estate, and other matters relevant to public higher education institutions.

Your role will involve not only protecting but also asserting and defending the State’s interests in various legal forums. This includes appearing in state and federal courts, as well as representing the institutions before state and federal administrative agencies.

Furthermore, you will serve as a key advisor within the Division, providing expert consultation and guidance to other attorneys. Your deep legal knowledge and strategic insight will help shape the handling of complex cases and matters, ensuring that the Division consistently delivers high-quality legal services. By fostering a collaborative environment and sharing your expertise, you will contribute significantly to the overall success of the legal team.


The ideal candidate will have a minimum of 10 years’ experience in litigation, including first-chair trial and appellate experience in State and federal courts. Excellent research and writing skills are required. Maryland Bar membership is required.
