This segment will review the attorney general's role under Rule 2.1 as an advisor. Rule 2.1 requires candid advice, but often in goverment practice such candid advice is resisted or avoided. This segment will demonstrate likely obstacles and solutions to assist attorneys general and their offices when they have to deliver advice that is unpopular, contrarian, or what no one wants to hear, but everyone needs to hear.

Solar Energy Systems

Rapid growth in residential solar energy system sales over the past five years has also lead to an increase in consumer protection concerns over certain solar energy system advertising. Issues have been raised in some states over advertising claims and practices that may run afoul of consumer protection laws, particularly when these systems are marketed toward lessees rather than purchasers. These claims include tax benefits, cost savings and resale value of the home. This panel will examine the issues surrounding the market.
