Jay Russell is a Deputy Attorney General in the California Attorney General’s Government Law Section where he represents the State in challenges to state laws and constitutional officers in both state and federal court. Before joining the Attorney General’s Office in 2004, he was in private practice representing municipal governments and regional districts in matters involving inverse condemnation and eminent domain, election law compliance, civil rights, fair employment, and personal injury litigation.

Jay received his Bachelor of Arts degree in English from Santa Clara University and his J.D. from the Santa Clara University School of Law.
