Case Description
The United States Department of Justice and Tennessee Attorney General’s Office filed a complaint and proposed final judgment in the Western District of Tennessee in August 2026 addressing the proposed acquisition of Standard Construction by APAC-Tennessee, a subsidiary of CRH plc. The complaint alleged that the merger would have combined two of the three leading suppliers of hot-mix asphalt in Shelby County, Tennessee, resulting in fewer choices and higher prices for customers. The proposed final judgment would require CRH to divest two hot-mix asphalt plants servicing the area to maintain competition.
