The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other ​​statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The OAG is seeking a strategic, experienced, and forward‑thinking operational leader to serve as its Chief Operating Officer (COO). In this senior executive role, the COO works directly with the Attorney General and his Executive Leadership Team (ELT) and is responsible for overseeing all operational functions of the agency while providing the strategic direction that supports and strengthens the Office’s administrative and operational infrastructure. The COO’s portfolio includes leadership of the Budget, Fiscal & Support Services Division; Human Resources Division; Information Technology Division; Performance and Innovation Division and the Professional and Organizational Development Division., as well as oversight of executive administrative support staff and the Deputy Chief Operating Officer. Altogether, the COO manages a team of ten direct reports and serves as the Attorney General’s principal operational advisor.

The COO is responsible for ensuring that the OAG operates effectively, efficiently, and in alignment with the Attorney General’s mission, values, and strategic priorities. The role involves planning, directing, and coordinating all operational activities across the agency, including major organizational restructures and modernization initiatives. The COO develops and implements strategic goals, ensures that operational teams are properly resourced, and establishes performance measures to evaluate the effectiveness of programs and services. The position requires a strong focus on continuous improvement, process optimization, and the implementation of systems and technologies that allow attorneys and staff to work at their best.

Serving as a key member of the ELT, the COO collaborates closely with the Chief Deputy Attorney General, Deputy Attorneys General, the Office of General Counsel, and other senior leaders to ensure that division-level operations and agency-wide priorities move forward cohesively. The COO also plays a major role in shaping the agency’s work culture by fostering employee engagement, supporting training and development initiatives, and championing a workplace environment grounded in collaboration, equity, innovation, and respect.

The COO’s responsibilities include advising the Attorney General on matters such as budget allocations, public-facing documents, hiring decisions within the Executive Division, organizational changes, and implementation of new policies or procedures. The position requires regular contact with every division or unit within the OAG and frequent interaction with other State agencies, external partners, vendors, and members of the public.

Overall, the COO plays a foundational role in ensuring that the OAG has the operational clarity, structure, and momentum needed to deliver high-quality legal services for the State of Maryland.

Qualifications

The ideal candidate brings 10 years of progressively responsible experience in operations, business management, or administrative leadership, preferably within a legal, governmental, or public-sector environment. They should have demonstrated success managing budgets, supervising senior leaders, optimizing organizational processes, and navigating complex operational challenges. A bachelor’s degree is required, and an MBA, MPA, or similar advanced degree is preferred.
