The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG is seeking an experienced attorney to serve as Deputy Division Chief in its Higher Education Division. This Division provides advice and legal representation to Maryland’s public higher education institutions, including the University System of Maryland and its 12 constituent institutions and three regional higher education centers, as well as Morgan State University, St. Mary’s College of Maryland, and Baltimore City Community College. The Division also advises two other smaller State entities.
The Division is led by a Division Chief, supported by two Deputy Division Chiefs. The Division includes 23 attorneys and is supported by an Office Manager and four administrative staff. This Deputy position assists the Division Chief in overseeing and coordinating legal advice and real estate and transactional work for the Division’s higher education institution clients. The Deputy also advises one or more higher education institution clients.
Responsibilities
Attorneys in the Higher Education Division advise and represent higher education institution clients on governance, employment and labor issues, civil rights, student and faculty matters, policies and procedures, open government laws, regulatory compliance, privacy, torts, contracts, and real estate.
This position requires strong leadership and team-management capabilities. In collaboration with the Division Chief, the Deputy Division Chief is responsible for providing clear direction, setting expectations, and ensuring effective oversight of legal and administrative work. The role includes advising assigned client institutions, mentoring and developing attorneys and staff, making sound personnel and hiring decisions, managing operations and resources efficiently, and fostering a positive, inclusive, and productive team culture.
Qualifications
Candidates should have at least eight years of progressively responsible experience advising and representing clients, including demonstrated experience supervising and mentoring attorneys. Experience advising and representing institutions of higher education is preferred, as is experience advising and representing State entities. Candidates must possess excellent research, writing, and analytical skills, sound professional judgment, and the ability to effectively manage competing priorities in a fast-paced, high-volume environment. Admission to the Maryland Bar, or eligibility for admission by waiver, is required.
