The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG is seeking a skilled and mission‑driven professional to serve as the Director of Intergovernmental and Community Affairs within the Office of Equity, Policy & Engagement (OEPE). OEPE was established to develop and implement strategies that combat systemic inequities and promote justice for all Marylanders. The Director of Intergovernmental and Community Affairs leads OAG’s intergovernmental affairs and outreach coordination function. The Director builds and sustains productive relationships between OAG and federal, county, and municipal governments and manages OAG’s multistate sign-on process with other Attorney General offices. The Director will also supervise two Outreach Coordinators and a Community Affairs Coordinator and coordinates the outreach and community engagement activities conducted across OAG’s divisions in service to the Attorney General’s policy priorities and equity agenda.
This role requires regular travel throughout Maryland and occasional regional and national travel to staff and brief the Attorney General and executive leadership for engagements with federal, county, and municipal officials, and to represent the Office at intergovernmental convenings, community events, and public forums statewide.
Responsibilities
- Serve as OAG’s principal liaison to county and municipal governments, Maryland’s congressional delegation, federal agencies, and associations of government officials, including the Maryland Association of Counties and the Maryland Municipal League.
- Manage OAG’s multistate sign-on process, including tracking requests from other Attorney General offices to join multistate amicus briefs, comment letters, and other policy letters, and coordinating the applicable internal review and approval process.
- Maintain OAG’s engagement tracker and its network of multistate and National Association of Attorneys General (NAAG) contacts in other Attorney General offices.
- Coordinate and align the outreach, community engagement, and constituent engagement activities conducted across OAG’s divisions, including maintaining a master outreach calendar and establishing shared standards, tools, and performance metrics.
- Supervise OEPE’s Outreach Coordinators and Community Affairs Coordinator, including assigning and reviewing work, approving leave, training and developing staff, and completing annual performance evaluations.
- Coordinate with OEPE’s Legislative Affairs Unit on the local government and intergovernmental dimensions of the Attorney General’s State legislative agenda.
- Staff and brief the Attorney General and executive leadership for engagements with federal, county, and municipal officials, and represent the Attorney General and OEPE at intergovernmental convenings, community events, and public forums statewide.
- Monitor and analyze federal, county, and municipal policy developments affecting Marylanders and the Office’s priorities.
- Cultivate partnerships with community organizations, institutions, and stakeholder groups to expand the reach and impact of the Office’s programs and initiatives.
- Provide oral and written reports on the status of intergovernmental, multistate, and outreach initiatives to the Deputy Attorney General.

Qualifications
Candidates will have a Bachelor’s degree and at least five years of professional experience in government relations, intergovernmental affairs, public policy, or community engagement, including experience supervising staff. Experience working with federal, state, county, or municipal government — and familiarity with the Maryland General Assembly and local government associations such as the Maryland Association of Counties and the Maryland Municipal League is preferred. Strong written and verbal communication skills, sound judgment, political acumen, and the ability to manage multiple concurrent deadlines are essential.
