Protect the interests of New Mexico residents and small businesses by safeguarding their access to affordable utilities. Help ensure a sustainable and reliable future by representing the people of New Mexico before the Public Regulatory Commission. The New Mexico Department of Justice is seeking a dynamic and experienced litigator who has a familiarity with utilities and regulatory law to join the Consumer Protection Bureau’s Utilities Team. The Senior Litigation Attorney will be responsible for independently managing complex utilities matters, developing high level litigation strategy, and providing direct mentorship to those attorneys in the division with fewer years of experience.

Responsibilities

  • Provide legal counsel and guidance on utilities laws, regulations, and policies to government agencies, departments, and public officials. This includes interpreting utility regulations and rules and providing guidance and recommendations regarding their application.
  • Represent the State of New Mexico in matters before the Public Regulation Commission, including rate cases, acquisitions, and exemptions.
  • Mentor attorneys with less experience on litigation skills and strategy.
  • Work with industry leaders, stakeholders, and advocates to ensure reliable and affordable utilities in New Mexico.
  • Assist in the development and implementation of utilities policies and regulations.
  • Collaborate with other government agencies, advocacy organizations, and industry stakeholders to coordinate efforts and share information related to utilities regulation.
  • Oversee utilities litigation, including working with other attorneys, developing case strategies, and ensuring legal actions align with the overall objectives of the New Mexico Department of Justice.

Qualifications

  • Juris Doctor (J.D.) degree from an accredited law school.
  • Admission to the New Mexico state bar and in good standing or the ability to acquire a New Mexico license via reciprocity, UBE transfer, or a limited license.
  • 6 years of litigation experience in a regulatory and administrative setting, including experience in drafting dispositive motions, taking and defending depositions, and conducting discovery.
  • Regulatory hearing experience is highly valued.
  • Strong knowledge of utilities law, and other relevant regulatory areas.
  • Proven track record of developing and executing successful litigation strategies, particularly in an administrative setting.
  • Excellent leadership and management skills, with the ability to inspire and motivate a team of attorneys and legal professionals.
  • Outstanding legal research, writing, and oral advocacy skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work effectively under pressure, prioritize tasks, and meet deadlines.
  • Exceptional interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders.
  • Demonstrated commitment to social justice, equality, and public interest law.
