State of Ohio on behalf of Youngstown State University filed suit against the defendants for bid-rigging. The alleged activity surrounded the electrical bid for the construction of a new stadium at Youngstown State. Defendants met to work out a scheme in which A.F. Beil would receive the contract in exchange for conveying to Franklin electrical materials. Ohio claimed that the state paid $110,000 more than it should have. Case settled with A.F. Beil paying $20,000 and Franklin conveying $41,900 worth of property to the state.
