A native South Carolinian, Harley Littleton Kirkland attended Wofford College and the University of South Carolina School of Law. She is admitted to the South Carolina Bar, the South Carolina Federal District Court, and the Fourth Circuit Court of Appeals.

In 2014, Harley began working for Deloitte as a Litigation Technology Specialist. She provided technical support to United States Attorney’s Office personnel for certain litigation technology software and advice regarding technical aspects of eDiscovery issues. The software ranged from data processing tools to trial presentation software.

Harley joined the South Carolina Attorney General’s Office in 2016, where she is an Assistant Deputy Attorney General in the Civil Litigation section. She represents the State of South Carolina and its agencies in litigation across the state and in federal court in a variety of cases including general civil defense, civil asset forfeiture cases, election law cases, and sex offender registry cases. In addition to civil litigation, Harley assists the entire office with eDiscovery and litigation technology. While at the South Carolina Attorney General’s Office, she has assisted in the procurement of eDiscovery tools and service contracts. In 2019, she became head of the IT Steering Committee and continues to serve in that position.
