Joel has been with the California Attorney General’s Office since 1998. He represents state environmental agencies in litigation and trial work, typically involving land use. He graduated Order of the Coif from the law school at the University of California, Berkeley, where he was an articles editor for the California Law Review. He has received the California Attorney General’s Award for Excellence twice: once for client representation, and once for team excellence.
