An amicus curiae, or “friend of the court,” is an individual or group who is not party to a legal action but may submit an amicus brief to the court to offer the court their views on the case. Attorneys general often submit amicus briefs in a wide range of cases where they have an interest in the outcome, especially when the result of the case could impact their own jurisdiction. Attorneys general also submit comments in federal and state agency rulemaking proceedings that may affect competition.
