The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other ​​statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The OAG is seeking an experienced and highly capable attorney who possesses an appreciation for Maryland’s outdoors to serve as an Assistant Attorney General (AAG) for the Maryland Department of Natural Resources (DNR). This position offers the ability to provide substantive legal counsel that advances DNR’s role as the largest landowner in the State and steward of all Maryland waters including the beloved Chesapeake Bay.  Opportunities to attend field visits across the State will enable the AAG chosen to better understand DNR’s management of the State’s magnificent natural resources.
The successful candidate will join a collaborative and team-oriented 15‑person unit that includes 13 AAGs, including the Principal Counsel, Deputy Principal Counsel, and Supervising Senior Attorney for Real Estate and Transactions, supported by an Office Manager and Paralegal. The attorney selected for this role will focus primarily on addressing real estate and transactions matters that enable DNR to meet its legal obligations while remaining steadfast in its mission to preserve, protect, restore, and enhance Maryland’s natural resources.
The AAG in this position will advise DNR on a broad range of real estate and land use issues, including property acquisitions and dispositions, conservation easements, boundary adjustments, and matters involving the use and stewardship of public lands.

Responsibilities

The attorney may handle drafting, reviewing, negotiating, and approving a variety of transactional documents, such as real estate contracts, leases, easements, rights‑of‑entry, land management agreements, grants and memoranda of understanding. The attorney may also provide guidance on the application of the Public Information Act, the Open Meetings Act, State procurement laws, and other statutory and regulatory requirements applicable to the agency’s operations. Additional responsibilities may include legal and strategic support to litigators handling cases involving real estate or transactions, identifying legal risks and providing practical, solution-focused advice to DNR leadership and staff. The attorney will perform other duties as needed to support DNR’s mission and programmatic priorities and will benefit from a collegial spirit that accompanies the attorneys’ interactions with one another and DNR.

Qualifications

The ideal candidate will have at least five years of relevant legal experience, particularly in real estate, transactional, land use, or public-sector work. We are looking for candidates who have demonstrated experience drafting and negotiating complex transactional documents; strong analytical, research, and writing skills; and the ability to communicate effectively with legal and non‑legal audiences. Familiarity with advising a government client on issues related to real estate, open government requirements, administrative law, procurement and contracting, and regulatory frameworks, is highly desirable. Applicants should demonstrate sound judgment, the ability to balance multiple assignments effectively, and a commitment to public service. Admission to the Maryland Bar or ability to waive in is required.
