This position is one of two attorneys in the Division’s Information & Project Support Section. The position serves as a principal legal advisor to the Office of the Governor, Department of Law, and other agencies on managing the acquisition, protection, exchange, disclosure, retention, and disposition of information and advising on the benefits and risks of information technologies, such as AI and blockchain, and social media.
Responsibilities
You will represent the State in high-level legal policy-related discussions and engage in work related to the development, implementation, and enforcement of information laws and the use of information technologies. You will collaborate with agencies and the attorneys who represent them to ensure compliance with such information laws as the Alaska Public Records Act, State Records Management Act, and Open Meetings Act, and the protection of information under state and federal laws, including common law privileges. You will write and ensure compliance with agreements that govern the acquisition, protection, exchange, disclosure, retention, and disposition of information. You will represent agencies in litigation involving violations of information laws and agreements. You will train attorneys and other agency personnel on the implementation and enforcement of and compliance with information and technology laws and agreements.

Qualifications
An attorney in this role would bring—or be able to quickly acquire—expertise in information laws, such as the Alaska Public Records Act, State Records Management Act, and Open Meetings Act, and in the protections for information, such as the common law privileges, that apply to government records. The position requires skill in handling public records requests, legal holds, and eDiscovery; in developing and providing guidance on information law policies; and in negotiating information-related provisions of agreements. The ideal candidate will bring knowledge of agentic AI, blockchain, and other information technologies; of information security issues; and of social media governance issues and will be able to represent the State in related high-level legal and policy discussions on these issues. The attorney must also be able to advise agencies on information law issues in the context of investigations, legislative inquiries, contracting, and litigation and be able to train agency personnel to ensure agencies meet information‑management requirements and challenges.
