Case Description
The New Jersey Attorney General’s Office (the “NJ AGO”) resolved an investigation into Adamas Building Services (“Adamas”) and its affiliated businesses through an assurance of discontinuance (the “Assurance”) in December 2025. Building services contractors like Adamas staff and service residential and commercial properties, providing workers that perform janitorial, security, concierge, parking and maintenance services. The Assurance explains that building service companies and the properties compete for workers from the same labor pool to provide these services. The Assurance alleges that Adamas had entered into “no-hire agreements” with its property clients that prevented those clients from hiring Adamas’ employees. No-hire agreements can reduce competition for labor between the parties, impacting employees by depressing wages and preventing access to better job opportunities.
Under the terms of the Assurance, Adamas agreed not to enter into, maintain or enforce any no-hire agreements; terminate any existing no-hire agreements, whether written or verbal; and promptly notify the NJ AGO is it learns of any effort by another contactor to enter or enforce a no-hire agreement.
The FTC, which jointly conducted the investigation with the NJ AGO, finalized a Consent Order against Adamas in February 2026.
