Washington, D.C. — The National Association of Attorneys General (NAAG) today announced that Kate Donoven has been appointed Director of the NAAG Center for Consumer Protection, effective January 12, 2026.
As Director, Donoven will oversee the strategic development, program management, and national coordination of the Center, which provides attorneys general and their staff with training, resources, collaborative opportunities, and enforcement support on consumer protection issues. Her responsibilities include leading development of national programming, facilitating multistate collaboration, overseeing educational content, and managing the Center’s portfolio of committees, conferences, and strategic partnerships.
In her new role, Donoven will support and lead key NAAG committees, including the Consumer Protection Committee, the Antitrust Committee, the Charities Committee, and the Consumer Protection and Charity Funds Committee. She will also oversee core convenings and education programs, including the Spring Consumer Protection Meeting, the Fall Consumer Protection Meeting, the NAAG/NASCO Charities Conference, Consumer Protection 101 Training, and the Complex Consumer Litigation Training.
Donoven will continue to foster major partnerships with federal agencies, nonprofits, and national consumer protection stakeholders. This includes ongoing collaboration with the Federal Trade Commission, the Consumer Financial Protection Bureau, and other state–federal working groups—relationships that strengthen enforcement coordination and enhance the resources available to attorneys general.

Donoven joined NAAG in February 2024 as Consumer Counsel, where she played a central role in supporting state enforcement actions, developing training programs, and advancing multistate collaboration.
Before joining NAAG, Donoven served as Senior Assistant Attorney General leading the Consumer Protection Division at the Arkansas Attorney General’s Office. Her career in public service also includes roles as a deputy prosecuting attorney, an assistant attorney general in both civil and criminal divisions, and Ethics Counsel for the Arkansas Department of Education.
A native of California, she previously worked as a senior attorney in a class consumer protection litigation practice in Santa Barbara. While living in Okinawa, Japan, she served as a Special Investigator for the U.S. State Department’s Bureau of Diplomatic Affairs and taught business law.
Donoven holds two bachelor’s degrees, as well as certificates in negotiation and leadership, and is currently pursuing a certificate in strategic management. She earned her law degree from the University of Arkansas School of Law.
