The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The Office of the Attorney General is seeking a detail-oriented and mission-driven Paralegal to support the legal team serving the Department of Social and Economic Mobility (DoSEM) – a newly established agency dedicated to advancing equitable access to opportunity and improving economic outcomes for Maryland’s small businesses. DoSEM is not a traditional service agency; it is a catalyst for systemic change. Its work focuses on outcomes such as access to business opportunities, wealth building, and policy reforms that expand long term prosperity. The department will benchmark best practices, advise agencies, and independently assess performance to deliver better, data-informed results statewide.

Responsibilities

As a key member of the legal team, the Paralegal will play a vital role in supporting legal operations including assisting with all aspects of litigation and provide administrative support such as:

  • Conducting legal research and preparing memoranda on a variety of legal and policy issues.
  • Assisting in the preparation, review, and organization of contracts, interagency agreements, and grant documents.
  • Supporting the development and review of reports and compliance documents related to Title VI, MBE/DBE programs, and EEO requirements.
  • Managing case files, tracking deadlines, and maintaining legal databases and records.
  • Assisting with the preparation of materials for administrative proceedings, litigation, and legislative hearings.
  • Monitoring relevant legislative and regulatory developments and summarizing their potential impact on agency operations.
  • Coordinating with internal and external stakeholders to support interagency legal initiatives.
  • Perform additional office tasks as needed to ensure administrative efficiency
  • Maintain confidentiality and handle sensitive information with discretion and professionalism.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience as a legal assistant or legal secretary performing legal research or preparing legal documents on behalf of an attorney. Applicants should have strong organizational skills, be detail-oriented, and able to work at a consistently high volume. Experience with Microsoft Office Suite is required.

Preferred Qualifications:

-Associate’s degree or certificate in Paralegal Studies from an accredited institution;

-Experience supporting legal work in a government, public policy, or civil rights-focused environment;

-Knowledge of Title VI, MBE/DBE programs, EEO compliance, or related regulatory frameworks;

-Experience tracking legislation or regulatory changes and summarizing their implications.

This position offers a salary range of $51,580 – $72,159, with potential for advancement up to $79,673 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $72,159.
