The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness. 

The OAG is seeking a highly skilled and experienced attorney to serve as Deputy Division Chief of the Independent Investigations Division (IID). The IID is responsible for investigating all officer-involved fatalities in Maryland, including incidents that result in death or injuries likely to result in death. As of October 1, 2023, the IID also has the authority to prosecute such cases if warranted by the evidence. A demonstrated commitment to public service, justice, and transparency is essential to the division’s mission of strengthening public trust in the criminal justice system.   

The Deputy Division Chief will play a vital leadership role supporting the Division Chief in overseeing the legal, investigative, and administrative operations of the IID. This includes managing a team of 17, including seven attorneys, eight investigators, and two other professionals who investigate, evaluate, and, when appropriate, prosecute cases arising from police-involved fatalities. The Deputy Division Chief will work with the Chief to ensure the timely and thorough investigation of cases; and helping to shape the Division’s strategic direction and operational policies. 

In this role, the Deputy Division Chief will review investigative findings, provide legal analysis, and assist in determining whether criminal charges are appropriate. They will help develop and implement internal policies and procedures that promote consistency, transparency, and accountability in the Division’s work. The Deputy Division Chief will also represent the Division in meetings with law enforcement agencies, community stakeholders, and other government partners, helping to build trust and foster collaboration. 

The position requires close coordination with other divisions within the OAG, as well as with external legal and investigative bodies. The Deputy Division Chief will ensure compliance with statutory mandates, assist in preparing public reports, and contribute to the Division’s strategic planning efforts. In the absence of the Division Chief, the Deputy Division Chief may be called upon to lead the Division and make critical decisions on high-profile matters.
