The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG is seeking an experienced attorney to serve as Deputy Division Chief in its Higher Education Division. This division provides legal representation to Maryland’s public higher education institutions, including the University System of Maryland and its 12 constituent institutions and three regional higher education centers, as well as Morgan State University, St. Mary’s College of Maryland, Baltimore City Community College, and related state agencies. The Deputy Division Chief will play a key leadership role in managing litigation and supporting the legal needs of these institutions.
The Higher Education Division is led by the Division Chief and includes two Deputy Chiefs and three Senior Counsel. One Deputy Chief oversees attorneys who focus on advice and real estate matters, while this role manages a litigation team. In total, the division includes 17 attorneys. The legal team is supported by an Office Manager who supervises four administrative staff.
Attorneys in the Higher Education Division handle a broad range of legal matters in both state and federal courts, as well as before administrative agencies. These matters include employment and labor law, civil rights, student and faculty issues, torts, contracts, real estate, and other legal concerns relevant to public higher education.
The Deputy Division Chief will be responsible for litigating complex civil cases on behalf of State entities and employees, while also supervising attorneys and overseeing litigation strategy and case management. This position requires a balance of hands-on legal work and high-level oversight, along with regular engagement with institutional stakeholders and state officials.

The ideal candidate will have a minimum of eight years of litigation experience, including first-chair trial and appellate experience, supervisory experience, excellent research, writing, and organizational skills, and knowledge of Maryland state law.
