The New Mexico Department of Justice (NMDOJ) seeks a highly experienced legal and policy professional to serve as Utilities Director within the Executive team. This position provides senior-level leadership, legal advocacy, and strategic guidance on matters involving public utilities, energy regulation, and related legislative and regulatory policy.

The Utilities Director acts as a trusted advisor to NMDOJ leadership and represents the interests of New Mexico residents and ratepayers in complex, high-impact settings. The ideal candidate is pragmatic, politically astute, and solutions-oriented, with the ability to exercise independent judgment while navigating legal, regulatory, and policy environments.

This role requires exceptional written and verbal communication skills, comfort engaging in both public and private forums, and the ability to analyze, anticipate, and respond to legislative, regulatory, and political developments affecting utilities and energy policy. The position may supervise a utilities team comprised of attorneys and non-attorneys.

Responsibilities

  • Serve as senior legal and policy advocate for NMDOJ on matters involving public utilities and energy regulation.
  • Represent the Department before regulatory bodies, legislative entities, and other decision-making forums.
  • Monitor, analyze, and respond to legislative, regulatory, and political developments impacting utilities and energy policy.
  • Provide strategic legal and policy advice to NMDOJ leadership on utilities-related matters.
  • Lead or support high-level negotiations, settlements, and policy initiatives affecting public utilities.
  • Build and maintain effective working relationships with legislators, regulatory agencies, government officials, utility representatives, and other stakeholders.
  • Exercise discretion and independent judgment in advancing the Department’s utilities strategy.
  • Supervise and mentor attorneys and non-attorney staff within the Utilities Unit, as assigned.
  • Oversee complex projects, initiatives, and, where applicable, budgets related to utilities advocacy and policy work.
  • Foster collaboration across NMDOJ divisions and with external partners to support effective utilities regulation and consumer protection.

Qualifications

  • Juris Doctor (JD) degree from an accredited law school.
  • Licensed to practice law in New Mexico or qualified to apply for a limited practice license.
  • Significant experience in public policy, legislative affairs, regulatory advocacy, or government relations.
  • Demonstrated experience representing a governmental entity or stakeholders before legislative or regulatory bodies.
  • Excellent communication and interpersonal skills, with the ability to explain complex legal and policy issues to diverse audiences.
  • Proven ability to manage complex initiatives, projects, or policy efforts.
  • Demonstrated discretion, sound judgment, and professionalism in politically sensitive matters.
  • Strategic, proactive thinker with the ability to influence outcomes and build consensus.
