State brought action to prevent incumbent telephone company from monopolizing market for the provision of inside wire maintenance services, a market that was deregulated by the Federal Communications Commission. Company agreed to refrain from charging customers for service where those customers had not requested or affirmatively agreed to receive the same. Company agreed to other injunctive relief and to provide restitution for customers who had been charged for such services.
